The tank I run a scrubber on has a ton of live rock, like any good reef should. That is the only other source of filtration. I think it probably has 300+ lbs in a 120.

Tank lights and scrubber lights do not coincide. You don't want actinics on the scrubber if that's what you're asking.
You can do scrubber and LR. Like I said, that's what I do.
You do not need to do PWCs to reduce N and P if your scrubber is properly built, which results in no N and no P, so no PWCs. If you have another reason for doing them, then that's your preference. I've done 1 20% change in 6 months of running the scrubber.

uhmm, I'm pretty happy that i wont need to do PWC....
actinic lights, are real good for anemones?
Because I think that the white light, emits light from almost every frequency...and the actinic light, would be the same thing...

It sounds like you have a question about how to properly light your tank. Based on your questions, it sounds like you need to do some reading about how to light reef aquariums. There are endless resources online, I suggest that you take some time and search for answers yourself. It's easy to get bad advice from someone who does not know your tank at all. You know your tank better than anyone else.

If you build and operate your scrubber correctly, you do not need any other filters. No wool, no skimmer, no water changes.
