Algae Growth at top of screen

Why does the turf algae grow on the top half and on the lower half its like a slime algae on my screen? I have 4, 26 watt cfl's the flow rate is 400 gph. Why doesn't the turf algae grow on the whole screen? Is the algae scrubber still working without a full screen of turf algae? Because your lights are pointed at the top. Less-light will still filter, but not as much.

I moved the screen up about 3 inches hopefully the turf algae will cover more area.
