55 gal frag grow out tank with algae scrubber

I have 2 55 gallon tanks that I'd like to turn into frag tanks. Could a scrubber and remote live rock be the only filtration?

Yes, even without rock.

If you don't use rock, you must have some algae growing at all times to consume ammonia.
