That is just a standard 23w 2700k CFL bulb in a floodlight casing. Yes, it will work 'ok' but I would call it bare minimum. I use 2 of them on one of my ATS setups and while it doesn't compare to using proper spectrum LEDs (I get about 1/4 the growth), it is still sufficient to provide good filtering on the tank as long as the screen is of reasonable size.
