Ran into this on a forum post...

Not quiet sure what he's saying ?
Misquotes are great! I think a lot of people assume water changes are just to reduce nitrates and phosphates. So, with a FOWLR, this could well be true, but for a reef, we all know that other chemistry is important :)
Arguably, using cheato and PO4 remover removes the need for water changes as well ;)

changing water adds new sea salt to the system which re-supplies trace elements. We do know that. im not sure what the stance is now days on manually adding these elements instead of changing water. It may also have been found to remove things we cannot otherwise remove...im not sure i havnt kept on top of things. Someone else may have a more precice answer.
