Bit baffled about the growing algae to combat algae idea but;

I've got a bit of roughed up Perspex thats been in my sump from the year dot. If I add bubbles, will I accelerate algae growth and export?

No, perspex is not rough enough and the algae will let go. You can cover it with roughed up plastic canvas, or with strings/ribbons.
