That I have a problem with my filter algae ..
(I'm French so internet translation ..)
So it's 34cm by 25 cm I led spot lights with 2 of each with 36w LED 3 Watt.
That's my concern is that it not grow .. This will do one month and I still have this almost black viscous brown seaweed.
So I wonder if I not light too?
I am to 12pm.

Black growth means the LED is not enough, because your nutrients are very high. A picture of your installation will help.

You say 12 hours LED per day, so the first thing to do is increase to 22 hours per day.

The LED is probably too far away from the screen.
