Does a scrubber housing have to be black? I found a container that will work but its blue. Im thinking it might mix with the red of the leds and make it more purple. Here in Australia i cant seem to find anything the right size colour and rigid enough.

Any color will work. A white interior is best to reflect light for better growth, and a black exterior is best to stop the light from escaping and lighting up your room.
If you are doing a upflow, any TV-dinner plastic will work. For a waterfall, black acrylic is pretty common.
Ebay should have everything.

I ended up finding a suitable container for my upflow algae scrubber. It is a 1/6th 65mm deep Black Polycarbonate Bain Marie container. Just waiting on the heatsink to turn up and hopefully start putting it together this weekend. :)
