Looks like the cam idea has advantages and disadvantages. The main disadvantage will be for durabilty/longevity. Most wave timers work with an integrated circuit and thus no contact points to wear or burn or corrode. Considering the number of on/off cycles, salt environment, I would expect the switch to fail rather quickly.

Simplicity however is a great starting point. The cam, has the option of changing the on off timing of the cycle. My wave timer has no provision to set the on vs off duration as it is equal duration for on and off.

My wave timer was 25 bucks and is plug and play. (marine depot sale)

The cam on the above pictured, could operate a valve or door on the water flow, so can be versatile.
