12" T5

I was building an 8 x 12 scrubber for a 46 gallon and was going to use two 12" T5s with reflectors but each bulb only puts out 8 watts. Does the T5 have to have as much wattage as a curly flouresent and reflector?

Is it better to have a vertical for horizontal screen....

vertical but horz works well in some cases
