Definitely red but hard to tell if 1w or 3w. Can you ask the people you got them from what wattage they are?

If phosphates are indeed 0 then yes it can. Your test may not be accurate enough to show up but if you have algae growing in the tank then it is most likely uptaking as fast as the tank is producing...
If I understand correctly you are running a ugf with the scrubbers providing the flow through the filter? Is there any way you can coat the box that holds the scrubber white to reflect the light back...

I thought of doing a 5x11 instead of 6x9 but I think the lights will cover the 6x9 better.
Nice setup I especially like the idea of the stand that you came up with as I never would of thought of that.
