    does cold water slow growth?

I set up a 30 gallon goldfish tank with a 4"x10" scrubber screen and a 43 watt cfl about a month ago and still no algae,,,I have been feeding like crazy and only have a slight film,,my water is only 55 degrees F ,,I used 80% RO water and 20% tap to fill the tank. This is the first time a scrubber has not greened up for me ?????

Can't you put a little heater in there and raise it to 70 degrees or so?
