Ummm.. you have no live rock, meaning no bacteria filtering, and a very over stocked tank for not having any rock in it. That is what it causing your cyano issues in my opinion. On top of that you have no real flow to speak of.. one little powerhead isn't going to cut it in saltwater.

No, do NOT put de-ionizer in your tank!!!!!!!! De-ionizer will REMOVE THE IONS (salt) from your water and likely kill your fish! It is only for polishing your RO water so that it is ultra-pure BEFORE you add it to your tank (for topping off) or before mixing up fresh saltwater!
What Ace25 was saying is true, you have little rock in your tank, so there is little surface area for bacteria to live. You need at least 1 pound of rock per gallon of water, preferrably 2 or 3. This is how much I have in my tank, for comparison
Yes some rock would help, but if he is not feeding much, then the sand might be able to handle it. Good circulation would be needed to get nutrients to the sand. Maybe one cube a day. I feed one cube a day to my 10g FW and it has only a half inch of gravel.

i want a pico tank (15 gallons display), with a sump, probably 10g.
i'll have an ats,skimmer,heater,fans,etc...
but, i dont want any pump in display, only plumbing...
soo, i tought that i could do the circulation of the display, using the return pump(that pump water from sump, to principal tank)
and i want know, if someone knows someone who did this, or know if it is possible!
