Consider a solar scrubber with lights at night. You need 200 square inches two-sided, or 400 one-sided. You need 100 total watts CFL for average power, or 200 total watts for high power. Find a builder here:

    3/25 = 0.12 gal/sec
    0.12 * 60 * 60 = 432 gal/hour
which means 432/35 = 12" of screen width.
screen area in inch squared should be the same as the volume of water in teh display (208)
    so 208 square inches / 12" = 17" high

I would guess that the pump won't even do that once the screen is on, I'd recommend two of those pumps with two screens that are say 10" wide and 12" long (plus an inch or two to go into the pipe at the top), lit on both sides of each screen.
