I wouldn't have thought this would be great for algae growth as the 'full spectrum' is likely meaning a colour temperature of about 5500K to 6500K as opposed to the 2700 - 3000K typically used in scrubbers. Also this has a built in air ioniser- can't see the benefit of that.
I'm guessing you're in the UK as you link to ebay.co.uk so you should be able to pick up the standard domestic energy saving light bulbs fairly cheaply from Wickes, Homebase, Tesco etc. The straight versions are usually 11W, 14W or 18W with the spiral versions going higher if you need the wattage. The normal non-daylight versions of these bulbs are 2700K - have a look around on the packaging and you may find a reference. I have the Philips 18W and 11W and they are certainly both 2700K.
I've personally not seen the sort of spot light lamps that Santa Monica tends to recommend but I'm sure they're around.
